Standards touches every aspect of our lives, from the programming languages that we use to create innovative Internet applications to the MP3 music that we listen on our mobile phones to the ezlink card that we use on our buses and MRT.

Standards bring important benefits to our businesses too including providing a foundation upon which to develop new technologies and an opportunity to share and enhance existing practices.

To promote programming language standards as an essential aspect of information technology and demonstrate the fun in applications development, the IT Standards Committee is organizing a programming competition called "Code::XtremeApps::" on 11-12 July where participants get to develop cool applications using the technologies such as Python and AndroidTM Platform.

The climax of the "Code::XtremeApps::" Competition is the prize presentation and Standards Innovation eXchange Seminar on 20 July. At this special event, you will get to cheer the winners of the Code::XtremeApps:: as well as hear the industry experts share with you how they use standards to develop innovative applications for the multimedia, transport and healthcare sectors. You will also get to see the winning entries of our Code::XtremeApps:: Competition and our industry partners exhibiting their innovative ITS, grid, cloud and CEPAS applications.

Development of Advanced Audio Zip Technology as an International Standard - A Singapore First by Dr Susanto Rahardja, Programme Director, Personal 3D Entertainment Systems, Institute for Infocomm Research

The advancement of network access and storage technologies coupled with user demand of experiencing better service quality has gradually made traditional high compression technologies less attractive. This trend is also reflected in the audio coding area where lossless audio compression technology has attracted many interests. While there is a sustained demand for audio compression technology that provides near transparent quality, there is also an increasing demand for a state-of-the-art technology that provides ultimate lossless compression for application such as digital archiving. At the same time, a solution that provides audio fidelity continuity in varying bandwidth condition while optimizing the available traffic is necessary. This presentation will introduce the MPEG-4 Lossless audio coding which includes a scalable audio coding solution (SLS) that integrates state-of-the-art lossless audio coding, perceptual audio coding and fine granular scalable audio coding into a single coder framework. This technology was Made-by-Singapore and because of its superior performance, became an ISO standard.

 


Overview of health IT standards in Singapore by Ms Colleen Brooks, Principal, Standards & Mr Lim Shih Hsien, Deputy Director, MOH Holdings

As a step towards achieving the vision of ?One Patient ? One Medical Record?, MOHH has formulated the National Health Informatics Strategy, which specifies the plan to put in place a national electronic health record (EHR) by 2010 as one of the key guideposts. Another key guidepost is the implementation of a national integrated electronic health information system based on common enterprise architecture, data standards and privacy and security guidelines. The overarching objectives of MoHH?s standardization program are: ? Clinical data included in the national project set meets defined quality standards and therefore can be: ? Relied upon by health service providers and users for monitoring the health status of and providing care to individuals ? Meaningfully used for secondary purposes, including the production of clinical knowledge ? Safely and reliably shared and exchanged. The first major deliverables of the project being the Security Framework and Policy , Standards Catalogue, Health Standards Governance Framework

 


Healthcare ICT Innovations by Mr Noah Tay, Senior Manager, Integrated Health Information Systems

With recent major health episodes on infectious disease outbreak and flu pandemics, the growing presence of well-informed and technology-savvy patients and the government?s focus on delivering excellent healthcare services to the patients?, the importance of leveraging on technology to build a Digital Health Ecosystem has been reinforced. The main aim is to enhance quality care, safety and quality services to the patients and improvements in operational and cost efficiency. Healthcare ICT innovations therefore play a key role in transforming the entire healthcare system, and we believe this will be the approach in innovating for the ?Hospital of the Future?.
